Mission Statement
Mission
Council on Alcohol Abuse for the Spanish Speaking, Inc.,
a non-profit organization, has been committed to the prevention
and treatment of alcohol and other drug-related problems for individuals,
families, and groups of underserved members of San Francisco communities
by providing leadership and community care needs in a safe and culturally
relevant setting.
History
The Mission
Council was created in 1978 to provide drug and alcohol
counseling services to individuals and families living in the San
Francisco Bay Area. Our services have always been completely bilingual
while maintaining a culturally relevant setting. We service clients
from all socio-economic backgrounds, and are committed to addressing
issues relating to domestic violence, aftercare counseling, housing
and job development to allow the individual a functional place in
his or her community.
Drug and
Alcohol Outpatient Treatment Services provided are:
- Culturally
specific assessments
- Outpatient
counseling for individuals and groups
- Drug and
alcohol education classes
- Drug and
alcohol urine and breathalyzer testing
- Alcoholics
Anonymous and Narcotics Anonymous groups
- Linking to
outside services and referrals for employment, housing and medical
needs

Programs
Latino
Family Counseling
The first step
is to make a genuine effort to stay free of alcohol and drugs. Therefore,
participants are encouraged to maintain and protect their sobriety
under the guidelines of the harm reduction model. The program combines
education with group therapy and individual counseling to help the
client understand the addiction process. The program teaches its
clients how to arrest the addiction in order to maintain abstinence
and to make possible the achievement of treatment goals. Clients
are also exposed to healthy life choices and taught how to apply
these new choices to their lives.
Drug Court and Prop 36 Program
These programs
provide an alternative to incarceration for first time offenders
with drug or alcohol charges. With structure and guidance, the
Mission Council will provide recovery for drug and alcohol
abuse as well as an opportunity to learn new attitudes and behaviors
to avoid arrest.
Intensive
Outpatient Program
The purpose
of this program is to successfully prepare individuals for independent
living within their family structure while focusing on developing
their sobriety, financial responsibility, housing opportunity, and
knowledge of all community resources. This program is facilitated
in monolingual Spanish only. The program has a trangender component
as well.
Domestic
Violence & Anger Management (for men only)
Domestic Violence
has become a very serious problem in many households in the United
States today. Often it strongly related to substance abuse issues
as well. We offer a 12-month domestic violence program for men only.
This program directly confronts the client's denial and then teaches
him new ways to think, act, and communicate with his loved ones
in non-violent ways.
Intake
Procedure
Each new client
is assigned an initial interview for assessment. The client's interview
counselor, together with the client, completes the Drug and Alcohol
Services Registration form and Drug and Alcohol Client Episode Summary
at intake. Within 24 hours, the data is put into a county-wide data
computer system. In conjunction, there are a series of other forms
that gather more diagnostic and demographic information, as well
as forms that document the delivery of services and the client's
progress.
Quality
Assurance
Gladys Soto,
MFTI, Mission Council Clinical Supervisor, conducts a
weekly supervision meeting that includes quality assurance activities.
This supervision group meets every Tuesday between 2:00 and 3:00
p.m. All clinical counselors meet with Mr. Soto to discuss and review
issues regarding individual cases. The quality assurance procedure
is inherent with case management review. Mr. Soto also conducts
individual clinical supervisor meetings, at which time he signs
off on the final review. The front office personnel review client
charts regularly, and any irregularity or deficiency is immediately
reported to the Clinical Supervisor.
The California
Department of Alcohol and Drug Programs certified Mission
Council on July 20, 1978, Certification #380008AN, and on
August 15, 1980 licensed Mission Council's DUI program,
license #38-003-01-020. The Mission Council is a certified
drug Medi-Cal provider, provider #3856, as of March 13, 2000, and
a licensed Domestic Violence Service Provider.
Hours
& Languages
All
programs have day, evening, and weekend classes. We are open Monday
thru Friday from 9:00 a.m. to 9:00 p.m., Saturday from 8:30 a.m.
to 5:00 p.m. All programs are offered in Spanish and English except
Intensive Outpatient Program, which is only offered in Spanish.

Dual
Diagnosis Program/Mission Mental Health
MCAASS
has developed a dual diagnosis program in collaboration with the
mission health program. Our collaboration allows all facets of substance
abuse to be addressed at no additional cost to the client.
Dry
Zone DUI Program
The
Dry Zone is a state-licensed program for those who have been arrested
for driving under the influence of alcohol or other substances.
This program seeks to involve participants in a recovery process
which helps them to avoid future arrests and to learn about the
risks and consequences of drinking and driving.
The Dry Zone
program has classes and groups in English and Spanish, which are
available during the afternoons and evenings Monday thru Friday,
and Saturday mornings. The fees of the program are set by state
guidelines.
We
offer three different DUI programs at the DRY ZONE:
- An 18-month
multiple offenders program for those who have at least two DUI
arrests
- A 6-month
first offenders program for first offenders whose blood alcohol
level was .20 or higher at the time of arrest
- A 12-hour
education program for those whose first DUI blood alcohol level
was under .08 (known as "Alcohol Related").
The multiple
offenders program is an 18-month program, which consists of 8 education
classes, 52 regular weekly counseling groups, 26 individual sessions,
and a re-entry program that concludes the final six months with
once-a-month groups. The total fee for the 18 months is $1599.00.
The 12-month program is $1521.00.
The six-month
first offenders program consists of 8 education classes, 30 regular
weekly counseling groups and 12 individual sessions. The total fee
for the program is $806.00.
The Alcohol
Related program is an eight-week program, which consists of eight
education classes. The total fee for the program is $128.00.

Family
Day Treatment and Aftercare Program
Family
Day Treatment Program
The
Family Day Treatment and Aftercare Program provides services for
up to one year, consisting of six to nine months of day treatment
services and three to six months of aftercare support services.
Treatment services include:
- Individual,
family, and group counseling
- Case management
referrals to other agencies
- Assessment
and treatment planning to address family and individual needs
- Educational
training such as: anger management, family systems, nutrition,
communication, and parenting skills, etc.
Our child enrichment
center provides activities which facilitate and develop interaction
between parents and children. Activities are provided by Compañeros
del Barrio, Inc., a state-licensed preschool and childcare program.
Aftercare Program
The Aftercare
Program consists of three to six months of aftercare support services.
Services include weekly support groups, counseling and case management.
Aftercare services are provided to those families who have successfully
completed our Day Treatment Program.

are provided on a sliding scale. No one will be turned away for
lack of funds.
- Breakfast
and lunch are provided on-site daily.
- MUNI and
BART passes are given to qualifying clients.

are engaged in enriching activities while parents participate
in educational activities

The goals of
the program are to move parents towards reducing the harmful effects
of substance abuse in all areas of their lives by:
- Empowering
families
- Assisting
families in building long term support systems within their communities
- Assisting
families in attaining and maintaining healthy relationships
The Family Day
Treatment Program addresses the following issues: substance abuse,
self-esteem, parenting, communication, life skill training, nutrition,
anger management, stress reduction, HIV/AIDS education and prevention.

Monday and Saturday 9:30 a.m. to 5:30 p.m.
Tuesday through Friday 9:30 a.m. to 8:00 p.m.
